The coal mine on the Chandgana side was initially operational in 1961 under the jurisdiction of the 'Bumbat' mine. In 1966, it came under the jurisdiction of the Berkh Mine, and by 1971, it operated as an independent mine. Between 1995 and 1997, it transitioned to the private sector. In October 1997, it became the 'Bayalag-Chandgan' State-Owned Enterprise (SOE) following a resolution by the State Property Committee. However, the 'Bayalag-Chandgan' SOE faced challenges in maintaining normal production, leading to increased costs and operating losses. Due to the severe geological conditions of the mine deposit, it experienced flooding from high groundwater seepage. Some pits were on fire, and the technology employed was outdated. The mine had reached the end of its service life and was no longer viable. Insufficient personnel with poor skills further hindered normal production. Consequently, production volume and efficiency sharply declined, and the lack of resources prevented new investments.

Therefore, by clause "a" of Article 3 of Resolution No. 74 of 1999 issued by the Government of Mongolia, the transfer of the state-owned factory 'Bayalag-Chandgan' to the state-owned factory 'Berkh Uul' and the handover of control of the Chandgan coal mine to the company was executed by commissions appointed through Order No. 251 of the Chairman of the State Property Committee of Mongolia on July 27, 1999, and Order No. 76 of the Governor of Khentii Province No. 7 of 1999 on March 28-30. Currently, the Chandgan coal mine consistently supplies coal to various districts of Khentii Province, as well as to enterprises and communities in the province center. In recent years, adapting to population settlement changes and infrastructure development, the mine has extracted 120-180 thousand m3 of soil and sold 50,000-62,000 tons of coal. As part of the social responsibility agreement with the Sum community, the mine has undertaken initiatives such as the cleanup of the Murun Sum landfill, the restoration of drinking water wells, and the provision of donations to specific target communities.
